Upcoming Constitution and By-Law Resolutions for ballot:

1. Article II.9.A Establish Data Security and Permissible use of Data
Synopsis:
This will add additional language to safeguard members’ physical and electronic data that is stored by Local 2.

2. Article III, 10 – rule 15 – AMEND STANDING RULE 15 – Robert’s Rule of Meetings
Synopsis:
This would amend the language in Article III.10.15 to change from Atwood Rules for Meetings to Robert’s Rules of Order – 2020 Edition. It would also add additional language to all of the Executive Board to update to newer editions dependent on a two thirds vote.

3. Article III.10 – rule 16 – ADDITION OF STANDING RULE 16
Synopsis:
This would amend the language in Article III, Section 10 to add language that unauthorized recordings are prohibited during Union meetings.

4. Article V.1.A & V.5.A – December Nominations & Mailing of Ballot Increase Timeframe
This would change the nomination month from January to December and increase the amount of time to mail the ballots from time of nomination from 50 days to 75 days.

5. Article V.6 Prohibition of Improper use of Union resources & member data
Synopsis:
This new language details prohibited activities during Union campaigns and ensures equal use for allowed purposes, as dictated in the Election Rules.

6. Article VI,2 – Detached President
Synopsis:
This would amend the language in Article VI, Section 2 to add language stating that the President must be detached, unless they are a retired member of Local 2.

7. Article VI.3.A resolution – Exempt Election Committee
Synopsis:
This change would exclude the President from being a member on the Election Committee.

8. Article VIII.3 Publication of Updated Constitution and Bylaws Book
Synopsis: The proposed amendment introduces Article VII.3 to ensure the publication of an updated Constitution and By-Law book every four years, or whenever substantial updates occur.

9. Article X, 1 & 9.C Facilities Committee
Synopsis:
This change adds language that establishes the creation and defines the roles and responsibilities of a Facilities Committee for Local 2.

10. Article X.4 Election Committee Restrictions
Synopsis:
This change puts the Election Committee in charge of referendum ballots. It also excludes any member running for an Executive Board position from simultaneously serving on the Election Committee.

11. Article X.9.B.6 Post Office Box Language
Synopsis:
This would change language regarding who secures the PO box and adds new language that addresses who and when the PO Box can be accessed.

12. Article X.9.B.6 & V.5.C Extend Deadline
Synopsis:
This would change language to increase the amount of time between when ballots are mailed until they must be counted. It will also adjust the language that sets a deadline to count ballots for runoff elections.

13. Article X.9.D Constitution and By-Law Committee
Synopsis:
This change adds new language to define the roles and responsibilities of the Constitution and Bylaw Committee.

 14. Article XI.1, 1.A.1, 1.C – In-Person Voting
Synopsis:
This change would define the process for in person voting during Union elections.

15. Article XIII.4.2 – Death Benefits Inclusive Language
Synopsis:
This would amend the language in Article XIII.4.2.a-d to be gender neutral.

16. Article XV.6 Chief Steward
Synopsis:
Adds the Chief Steward to Constitution and By-Laws.

Resolution to Amend the Constitution and By-Laws to Prohibit the Improper Use of Union Funds, Resources, and Member Data for Campaign Purposes

The referendum for proposed changes to the Constitution and By-Laws will be conducted in accordance with the provisions of Article V and Article XI of the Union Constitution and By-Laws. The process will be overseen by TrueBallot, Inc., 3 Bethesda Metro Center, Suite 700, Bethesda, MD 20814.
